Assoc. Prof. Dr. Zeki Eraslan

Assoc. Prof. Dr. Zeki ERASLAN, born in 1978 (Bayburt), graduated from Hacettepe University’s Department of History and TODAİE’s (Public Administration Institute for Türkiye and the Middle East) Public Administration program, earning the titles of Historian and Public Administration Specialist. He completed his PhD at Hacettepe University with a dissertation titled “From Şûrâ-yı Devlet to the Council of State: Structural and Functional Transformation.”

Since 2004, he has held various positions in public institutions and organizations, including Manager, Institute Secretary, Personnel Branch Manager, Director of Strategy Development, Director of the Personnel Department, and Advisor to the Presidency. On January 2, 2012, he was appointed Deputy President of the Atatürk Supreme Council for Culture, Language, and History under the Prime Ministry, a position he continues to hold. In addition to this role, he was appointed Acting President of the Atatürk Culture Center between August 2016 and January 2018. Since January 2, 2019, he has been reappointed as Acting President of the Atatürk Culture Center and continues in this role.

He has participated in various trainings on public personnel, financial and procurement legislation, and protocol management, and he has also provided training in these areas. He has actively contributed to preparing laws/decrees and various secondary legislation (regulations, guidelines), as well as preparing strategic plans, performance programs, and activity reports.

Associate Professor Dr. ERASLAN currently serves as the Chair of the Legislation Drafting Commission, the Supreme Council Disciplinary Board, and the Supreme Council’s Administrative Board. In 2013, he completed the 46th term Public Diplomacy Training Program. He has participated in various study and research programs in the UK, Germany, France, Italy, Russia, Iran, and Japan. In November 2014, he attended an OECD delegation in Paris on the theme “Innovating the Public Sector: From Ideas to Impact.” In 2013, he served as a member of the Advisory Board of Eskişehir, the Turkish World Capital of Culture. Assoc. Prof. Dr. ERASLAN speaks intermediate English and Persian, is married, and has three children.
